Iran Nuclear Deal Withstands Final Vote in Congress

The U.S. Congress has failed to kill the Iran nuclear deal, and in another month the accord will begin to go into effect, as Iran makes the changes required so that economic sanctions can be lifted.
October 18 is Adoption Day, senior administration officials announced at a state department briefing Thursday. On that day, they said, Iran will start to remove thousands of centrifuges and put them into storage.  It will also make other "major changes" to its core nuclear infrastructure.  Additionally, Tehran will put transparency measures in place at its uranium mills.
How long the process begun on Adoption Day will take is up to Iran. Most likely, it will take months.
"The ball is really in Iran's court," said a senior administration official.  “It is difficult for us to predict how long it is going to be until sanctions relief is implemented, because we can’t offer that relief to the Iranians until they take all of these steps.”
Payoff for Tehran
After the steps are taken and they have been verified by the International Atomic Energy Agency comes Implementation Day — the payoff for Iran, because that is when the nuclear-related economic sanctions will be lifted.
Although the officials said it would most likely be some years before Iran’s economy recovers, getting out from under the sanctions would be a hugely symbolic first step.
Secretary of State John Kerry announced that Stephen Mull, a former U.S. ambassador to Poland, would be the lead coordinator for the implementation of the nuclear agreement.  Kerry said Mull would lead the effort to ensure that the steps Iran committed to “are fully implemented and verified.”
Earlier in his career, Mull worked on issues relating to Iran’s nuclear program and was key in designing the U.N. resolution that imposed sanctions on Iran. In the coming months, he will participate in expert meetings about implementing the Iran nuclear deal, including sessions on the sidelines of the U.N. General Assembly.
Last bid to kill deal
Senate Republicans mounted a last-gasp effort to register their disapproval of the accord earlier Thursday, pushing a measure that would have prevented U.S. sanctions relief until Iran recognized Israel and released detained Americans.
“We cannot allow Iran to be empowered as a nuclear threshold state armed with billions in sanctions relief without at least providing some protection to Israel first, without at least demanding the release of Americans who have languished in Iranian custody for years,” said Senate Majority Leader Mitch McConnell, a Kentucky Republican.
The vote came just under the wire as a 60-day congressional review period regarding the Iran deal was scheduled to end. Democrats banded together to block the disapproval measure one last time.
“The best way to make sure hostages are released, the best way to hasten the day that Israel has the kind of relationship with Iran that they had not that many years ago, is to fully implement the plan that’s before us,” said Senator Tom Carper, a Democrat from Delaware.
“The agreement with Iran will stand,” Senate Minority Leader Harry Reid, a Nevada Democrat, said after the vote.
Not ‘legal’
But Republicans said the issue was not settled.
Republican John Cornyn of Texas said the pact was not legally binding beyond President Barack Obama's final term in office.  "This is not a legal document; it’s not a treaty.  It’s a political agreement," he said. "And so I hope the next president understands that he or she will have complete freedom to tear this deal up and negotiate a better deal.”
Nearly all Republican presidential contenders have pledged to do precisely that if victorious in next year’s election.  Democratic aspirants all support the deal.  Thus, while Obama implements a legacy-defining nuclear accord, the pact will continue to be debated among those vying to succeed him in office.

Suicide Bombings Kill 21 in Central Baghdad

The attacks on Thursday struck the Bab al-Sharji area and al-Wathba square, two predominantly Shi'ite neighborhoods in central Baghdad.  They resembled the frequent bombings there by Sunni militants during the past decade.
Civilians and police were among the victims in the blasts.
The Islamic State claimed responsibility in an online statement.
Iraq is experiencing its worst crisis since the 2011 withdrawal of U.S. troops.  IS militants control large swaths of the country's north and west after capturing Mosul, Iraq's second-largest city, and most of the western province of Anbar last year.
Iraqi troops have been backed by airstrikes from a U.S.-led coalition during the past year, but have struggled to make progress as the Islamic State maintains control of territory, including several major cities.

Obasanjo, Tinubu reportedly at war over Ministerial nominees

Former President, Olusegun Obasanjo and the National Leader of the All Progressives Congress (APC), Bola Tinubu are reportedly at war over President Muhammadu Buhari’s ministerial nominees.
According to New Telegraph, the trouble started when Tinubu nominated former Lagos State Commissioner for Finance, Wale Edun as Finance Minister to fill the Ogun State slot.
Obasanjo is said to have subsequently called the APC leader and warned him against choosing Edun for Ogun when his work and career were rooted in Lagos State.
According to sources, the former president’s recent visits to Buhari were based on his nominations for the ministerial list.
According to New Telegraph, some of Obasanjo’s nominees include: former Osun State Governor, Prince Olagunsoye Oyinlola (Osun); former Governor of Ekiti State and now the Deputy National Chairman (South) of the APC, Chief Segun Oni(Ekiti); Mustapha (Ogun); former Minister of Education, Mrs. Oby Ezekwesili and former Governor, Central Bank of Nigeria (CBN), Professor Chukwuma Soludo.
“Tinubu and Akande’s visit to President Buhari on September 9 was an impromptu meeting. An influential official in the presidency told them of Obasanjo’s surreptitious moves to corner the ministerial nominees from the South-West. This is why the two leaders visited,” a source said.
Obasanjo visited Buhari on September 8 while Tinubu visited the president on September 9. The APC leader however denied that his visit to Buhari was in connection with the president’s ministerial list.
Buhari is set to name his ministers before September 30 despite recently saying that ministers are just noisemakers like politicians.

Osun Gov. approves disbursement of staff salaries

Things are looking up for civil servants in Osun state, as reports just in say the state Governor, Rauf Aregbesola has approved the disbursement of staff salaries.
Speaking to newsmen, the Chairman of the Osun Chapter of theNigeria Labour Congress (NLC), Jacob Adekomi said “In order to ensure sustainability of payment of salaries in the state of Osun, the first disbursement from the bailout loan should cover the payment of outstanding September and December 2014 deductions, balance of January and February salaries and full payment of March, April and May 2015 salaries for state government workers."
The NLC boss also said “That workers in the employment of Local government and primary school teachers be paid their first instalment out of the bailout loan to ‎cover the payment of balance of March and April, 2015 salaries as well as full payment of May and June, 2015 salaries."
Adding that “‎The state pensioners be paid balance of December, 2014 as well as January, February and March 2015 pensions while their counterparts in the local government and primary schools be paid up to June 2015.”
The Chief of Staff to Governor Aregbesola, Alhaji Gboyega Oyetola also seized the opportunity to set facts straight regarding the purported use of the bailout funds for payment of contractors.
Oyetola said the report is false, and an attempt by the opposition to rubbish the person of the Governor.

ISIS enticing unemployed Ghanians with wealth

Reports say the dreaded Islamic state group has resorted to enticing unemployed Ghanaians, with a bid to recruit more Africans into their group.
A group, Global Risk Insights, citing the recent recruitment of Mohammed Alema, a 25 year old geography undergraduate ofKwame Nkrumah University, has expressed serious concerns.
They group said ISIS has intensified efforts to recruit Ghanaians into their fold.
Adding that the lure of a lavish lifestyle and better living conditions, are the baits the ISIS is using.
Global Risk Insights also said that the high unemployment rate in Ghana, is not helping matters.

Nigerians Healthcare Seeking Behaviour:Ban Overseas Treatment Experts Advocates

 

Political office holders in Nigeria has been caution on their healthcare expenditure abroad which experts described as wasteful to the nation's economy.

NISER Prof.Olukunle Frank Odumosun lament on some factors that contributed to inequitable healthcare outcome in Nigeria health sector as neglect and decay in government health facilities, inconstant government health policy and economic problems;adding "Nigeria as a federation,  its three tiers should be able to adequately involve in
organization, management and funding the healthcare delivery system through primary, secondary and tertiary health institution."
The Don later called on government to extend health insurance services to other sources.

Over viewing the seminar topic Dr.Oyedunni Arulogun,  Acting Dean Faculty of Public Health College of Medicine UCH Ibadan said healthcare,  which is one of the basic necessity of life need to be given proper financial backing to achieve robust health status outcome.

Dr.Arulogun observed that self- medication and mixture of orthodox with traditional treatment is the bane behind various sickness in the country nowadays.
Dr.Arulogun who agreed that traditional healthcare  are key to the nation's healthcare because of their nearness to the community; frowned on self medication which she said every Nigerian are guilty of and call for regular healthcare promotional campaigns by
government for  community awareness.

Presenting his paper titled "Healthcare Seeking Behavior of Nigerians'.Dr.Noah A.Olasehinde of the Federal Character Commission Ibadan noted that the increasing utilization of healthcare services has become the prime goal many developed and developing nations.
Dr.Olasehinde stated that provision of medical and related services aimed at maintaining good healthcare   through preventive and curative healthcare services need good attention, but here in Nigeria,  the healthcare seeking behavior among household members often depend on the decision making structures within every households.
Dr.Olasehinde observed that with prevalent poverty in the country , heavy Dependant on OOP spending made many Nigerians compromise their health and observed that the bargaining power of each members strongly determine the share of resources allocated to individual within the household,as "poor households are less likely to consult healthcare professionals'. Dr. Olasehinde therefore urge government to make available healthcare facilities more accessible and affordable, formalize and regulates the herbal medicine practice in the country; standardize, coordinate and regulates the healing activities of the faith centers across the country; protect poor  households and reduce fertility rate he concluded.
