Crash involving church van and truck leaves 13 dead

Thirteen people died and two others injured in a crash involving a church minibus and a truck.
The smash happened as a group from a Baptist church in Texas was on its way back from a retreat on Wednesday at about 12.30pm.
Source claimed that vehicles in the accident appeared to had been involved in a head-on collision.
It occurred about 75 miles (120km) west of San Antonio, on US highway 83, in Uvalde County.
It is not known how many of those who died were travelling in the pick-up truck and how many in the minibus.
All of the occupants of the minibus were 55 or over, police said.
The cause of the crash is also yet to be determined.
The two vehicles are thought to have been in a head-on collisionOfficials at the First Baptist Church, New Braunfels, where the van was based, said members had spent three days at the Alto Frio Baptist Encampment before setting off to return.
The retreat was about nine miles (14km) north of where the crash happened.
Officials were "ministering to family members to help them deal with this tragedy", a statement on the church's website said.
Texas Governor Greg Abbott and his wife, Cecilia, offered their condolences.
"We are saddened by the loss of life and our hearts go out to all those affected," they said in a statement.
"We thank the first responders working on the scene in the wake of this unimaginable tragedy, and ask that all Texans join us in offering their thoughts and prayers."

INEC chairman gets international appointment from ECOWAS

 Nigeria’s representative, Prof. Mahmood Yakubu, who is also Chairman, Independent National Electoral Commission (INEC) has emerged President of the ECOWAS Network of Electoral Commissions (ECONEC). INEC chairman, Prof. Mahmood Yakubu has emerged President ECOWAS Network of Electoral Commissions (ECONEC) Mr Rotimi Oyekanmi, Yakubu’s Chief Press Secretary, said this in a statement on Wednesday in Abuja. According to Oyekanmi, the INEC boss emerged president after a keen contest in Cotonou, Republic of Benin.Oyekanmi said the INEC chairman polled 10 votes to defeat his Guinean counterpart, who received four votes. He said that Republic of Benin and Guinea Bissau candidates emerged First and Second Vice Presidents respectively, while Burkina Faso clinched the position of Treasurer. Oyekanmi stated that Yakubu’s election followed two days of deliberations on how to deepen the conduct of free, transparent and credible elections as well as strengthen democracy in the sub-region. He stated that the three-day meeting, organised by ECONEC, began on March 27 in Cotonou. “It focused on constitutional and legal frameworks, civic and voter registration, register of voters, electoral logistics, results collation and transmission and technological innovations among others.” According to the chief press secretary, participants of the meeting discussed the need for member-states to prioritise the production of credible register of voters. Oyekanmi stated that participants​ also considered the application of technological innovations in the electoral process as a facilitator rather than a remedy for achieving credible elections. “The meeting implored member states to boost the capacity and training of electoral officials with the overall goal of engendering efficiency in the conduct of free, fair and credible elections across the sub-region. “Besides, the meeting called on security agencies across the member countries to always remain neutral and respect the rights of citizens in the discharge of their sacred duty of safeguarding electoral processes. “The participants also called on member states to recognise the contributions of key stakeholders and continually engage them to deepen confidence and trust in the electoral processes.’’ He stated that stakeholders at the meeting included Civil Society Organisations, Peace Councils, Community Based Organisations, traditional and religious leaders, as well as the media. Others were Chairpersons, Vice Chairpersons and Members of Electoral Management Bodies, representatives of ECOWAS, and National Parliaments and ministries in charge of elections in member-states. ECOWAS was established in 1975 to foster economic integration among member states. The regional body has since 1990 expanded its focus to include the pursuit of political integration in the sub-region.Following the review of electoral processes, the Electoral Assistance Division (EAD) was set up within the ECOWAS Commission in 2006 to organise and coordinate the organisation’s electoral support to member states. ECONEC was created to promote credible elections and good practices among member states. 

President Buhari cancels medical trip to UK.

 President Muhammadu Buhari’s planned medical trip to London has been cancelled with reports indicating doctors will instead fly in from UK for further medical examination. The president had gone to the UK on an extended medical vacation before returning 51 days later. On his return, the president had hinted that he would soon be returning to the UK for further medical examination but according to Sahara Reporters, the medical trip has been cancelled. Instead, medical doctors are expended from London on Friday, March 31 in Abuja to meet with the president in order to carry further examination. It was reported that some of his closest aides advised again going on another medical trip as this would fuel rumour concerning his state of health all over again. NAIJ.com had reported that the president’s trip to the UK had generated speculation that he was seriously ill with some even saying he had passed away although this was refuted several times by his media aides. Meanwhile, the minister of information, Lai Mohammed said that the federal government's decision to release the medical expenses of President Buhari was on the basis of national security. He said: “This matter (the President’s medical bill) has come several times and our position on the matter is quite straight forward. “What are the President’s conditions of service? What are his entitlements in terms of his well-being and health care? The state is supposed to take responsibility for these. “We believe that asking for how much has been spent on the health of the President is an issue that we should weigh very well both for national security and also for moral issues. I don’t know why we must divulge such very sensitive information".

DSS arrests, detains Ifeanyi Ubah.

There are reports that operatives of the Department of State Services (DSS) have arrested and detained Ifeanyi Uba, the owner of Capital Oil. According to Sahara Reporters, Ubah was implicated in a corruption incident involving the Nigerian National Petroleum Corporation.  It was reported that the Capital Oil owner was accused of “embezzling funds from an illegal sale of crude oil saved in his facility.”

Former Leicester City manager Claudio Ranieri still shocked by his sacking

The Italian manager who the led the Foxes to a fairytale title win says he is still shocked after the club axed him last month.Former Leicester City manager Claudio Ranieri, who defied 5000-1 odds to lead the team to a fairytale Premier League title in 2016, has said he is still stunned by his sacking last month. The 65-year-old Italian lost his job after a nine-game losing streak that left the club hanging one point above the relegation zone. Since his departure, Leicester have won all four of their matches to move six points above the bottom three and reached Europe's Champions League quarter-finals.
"Thinking of Leicester the first thing that comes to mind is the sense of surprise more than bitterness. The biggest thing is I'm just a coach who has had the joy of winning a championship with a fantastic adventure and then to experience the sorrow of what happened next. I had been through a lot in my long career, but never anything like this. It was a shock. Even if in the end, these things are part of football," British media quoted Ranieri as saying at an event in Rome on Tuesday.​
Ranieri has rejected offers from Italian team Citta di Palermo and German side VfL Wolfsburg, as well as offers from Chinese and Dubai teams in the past few weeks, with the hopes of making a swift return to England's top-flight, according to the Times.

Brain implant lets paralyzed man feed himself using his thoughts

A paralyzed man in Cleveland fed himself mashed potatoes for the first time in eight years, aided by a computer-brain interface that reads his thoughts and sends signals to move muscles in his arm, U.S. researchers said.
The research, published in the journal Lancet, is the latest from BrainGate, a consortium of researchers testing brain-computer interface technology designed to give paralyzed individuals more mobility. Prior tests of the technology allowed paralyzed people to move a robotic arm or a cursor on a keyboard just by using their thoughts.
The team at Case Western Reserve University and the Cleveland Functional Electrical Stimulation Center used the brain-computer interface and an electrical stimulation system that allowed Bill Kochevar, 56, to control his own arm.
To achieve this, the team implanted two sensors, each about the size of a baby aspirin, loaded with 96 electrodes designed to pick up nerve activity in the movement centers of the brain.
The sensors record brain signals created when Kochevar imagines moving his arm, and relay them to a computer. The computer sends the signals to the electrical stimulation system, which directs impulses through about 30 wires implanted in muscles in Kochevar's arm and hand to produce specific movements.
Kochevar, who was paralyzed below his shoulders in a cycling accident eight years ago, first learned to use the system to move a virtual reality arm on a computer screen. He accomplished that on the first day he tried it, said Case Western's Robert Kirsch, the study's senior author.
For the movement phase of the trial, Kochevar had to go through 45 weeks of rehabilitation to restore muscle tone that had atrophied over the years of inactivity.
Using the brain interface system, he can now move each joint in his right arm individually, just by thinking about it. To accomplish tasks like drinking through a straw, or scratching his face with a dry sponge, Kochevar is aided by an arm support, a device he also controls with his thoughts.
Kochevar said the chance to do simple things for himself has been "better than I thought it would be." For the moment, the system is experimental only, but the study shows such a system is feasible, Kirsch said. BrainGate is funded by the National Institutes of Health and the Department of Veterans Affairs.

Resorts near the Great Barrier Reef got the short end of the stick
Cyclone Debbie wrought widespread but moderate damage in Australia's northeast, authorities said on Wednesday, as flooding rain and fallen trees slowed troops and emergency workers reaching the worst-hit areas.No deaths were reported a day after Debbie smashed tourist resorts, flattened canefields and shut down coal mines in tropical Queensland state as a category four storm, one rung below the most dangerous wind speed level.
"It's looking promising in terms of being able to rebuild promptly with most of the major infrastructure intact," Queensland state police deputy commissioner Steve Gollschewski told Australian Broadcasting Corporation television.
"We're still struggling to get in there, however," he said, adding planes and boats were being used to bring army personnel and emergency workers to places cut-off by road.
And as poor weather persisted and several Bowen Basin collieries stayed shut, analysts said Debbie could push coking coal prices higher - while tourism operators, even in unaffected regions, reported cancelled bookings.
Resorts along the world-famous Great Barrier Reef and coastal areas bore the brunt of the storm with wind gusts stronger than 260 kph (160 mph).
One family near Airlie Beach, over which the eye of the storm passed, had a particularly dramatic night. Queensland Premier Annastacia Palaszczuk said the family welcomed a baby girl who was born inside the Whitsunday Ambulance Station as the storm raged outside.
Pictures from Hamilton Island and Airlie Beach showed streets stacked with snapped trees, roof tiles and furniture, with wrecked yachts washed ashore.
"Nature has flung her worst at the people of Queensland," Australian Prime Minister Malcolm Turnbull told reporters at the Crisis Coordination Centre in Canberra.
Electricity was cut for more than 63,000 people, and Wilmar said its sugar mills were stilled at Proserpine and Sarina.
Hundreds of hectares of sugarcane crops had been flattened, Dan Galligan, chief executive of industry body Canegrowers, said in a statement.
In the Bowen Basin, the world's single-largest source of coal used to make steel, BHP Billiton, Glencore, and Stanmore Coal all said work at mines there was halted until further notice.
But Glencore added its Collinsville and Newlands mines were not damaged and it anticipated production would resume within 48 hours, with no impact on annual targets. Prices lifted, but other factors also contributed.
Ports operator North Queensland Bulk Ports Corporation also said it had no reports of significant damage.
Whitsunday Islands resorts were battered, running short on fresh water and closed to bookings until at least next week, but mostly intact.
Hoteliers hundreds of kilometres away at Cairns and Rockhampton were seeing cancellations for upcoming Easter holidays and operators worried that bad press would prolong the recovery, Queensland Tourism Industry Council chief executive Daniel Gschwind said.
"These are places that are entirely unaffected by these circumstances and that's the kind of collateral damage we suffer sometimes in our industry," he said.
Townsville Airport reopened, although airlines Qantas and Virgin said flights to Hamilton Island, Proserpine and Mackay were cancelled.
Only two injuries were reported, police said.

Federal government to establish second female prison.

The Nigerian Prisons Service (NPS) on Wednesday announced the establishment of a second all-female prison in Nigeria. Federal government to establish second female prison Peter Tenkwa, the Controller of NPS in Adamawa, confirmed the development in an interview with News Agency of Nigeria in Yola.Mr. Tenkwa said that the development followed the ongoing restructuring of the Nigeria Prison Services to be gender sensitive. “The Nigerian Prisons Service has established the second female prison in Nigeria after that of Kiri-kiri Female Prison in Lagos. “The Numan Old Prison in Adamawa is now the second female prison in Nigeria with a total capacity of 400 inmates; currently there are six inmates in the prison,’’ Mr. Tenkwa said. He said that seven out of the 17 prisons in the state were destroyed by the Boko Haram insurgency when he assumed duty in June 2016. According to him, with the collaboration of state government and the prison department the Mubi, Maiha and Ganye prisons were renovated and put back to operation. Mr. Tenkwa said that Mubi, Maiha and Ganye prisons currently had 184, 43 and 145 inmates, respectively.NAN reports that sequel to establishment of the female prison in Numan, the male prisoners in the Numan Old Prison were taken to a new prison that had be opened in Numan. On Tuesday, March 28, 2017, it became exactly two years since President Muhammadu Buhari was elected as Nigeria's president.

Senate-suspends-ali-ndume-clears-melaye-saraki-allegations.

 The Nigerian Senate has suspended former majority leader Ali Ndume for six months for bringing unproven allegations against his colleagues Senator Dino Melaye and Senate President Bukola Saraki. Ali Ndume has now been suspended from his legislative duties for the next six months The move is one of the recommendations of the Senate Committee on Ethics and Privileges which probed the allegations of certificate forgery against Melaye and avenging of seized bulletproof Range Rover against Saraki. Tendering the report for approval before the senators on Wednesday, March 29, Senator Sam Nwanyanwu said the allegations brought against the two senators by Ndume were false after due investigation.  The report, which was signed by two-thirds of the committee, cleared Saraki and Melaye of any wrong doing but suspended Ndume for failing to conduct proper investigation before making the allegations. According to the committee, Ndume was the one that dragged Saraki's name into the matter of the seized bulletproof Range Rover based on a false report he acquired from social media. The report said Saraki's name was not in any way tied to the seized vehicle and Ndume brought the position of the Senate President and the entire Red Chamber to disrepute by tying it to the matter. Debating on the recommendations on Ndume, Senator Barau Jibrin said this would serve as a deterrent to other lawmakers. He said:"This should stop. People should not bring trivial issues to the floor. I was really disappointed. Nobody should bring this kind of issues before us again. "How can you bring matter from the social media that said our president was dead. That is an unserious place to pick things from." Senator Yusuf said: "Ali Ndume has done wrong to the Senate president, the Senate and Dino Melaye. "But Ndume is first offender and rather than be fully suspended, he should be made to apologize to Saraki and Melaye in plenary, then be suspended from committees and not from contributing for his people in the senate. "The people of Southern Borno will not forgive us for suspending their representative." Some senators succeeded in getting the House to reduce the initial one year suspension to six months. One of such is Senator Matthew, who argued that it is wise not to over-punish an offender. He said: "I think suspending him for 181 is too long. That is already a calendar year. I would recommend just six months. I plead that the period be reduced."
